అవినీతి నిరోధక అంబుడ్స్ మన్- లోక్ పాల్ కు ఛైర్ పర్సన్ గా సుప్రీంకోర్టు మాజీ న్యాయమూర్తి జస్టిస్ అజయ్ మాణిక్ రావ్ ఖాన్విల్కర్ నియమితులయ్యారు. జుడిషియల్ సభ్యులుగా హిమాచల్ ప్రదేశ్ హైకోర్టు మాజీ ప్రధాన న్యాయమూర్తి జస్టిస్ లింగప్ప నారాయణస్వామి, అలహాబాద్ హైకోర్టు మాజీ ప్రధాన న్యాయమూర్తి జస్టిస్ సంజయ్ యాదవ్, ప్రస్తుతం లా కమిషన్ చైర్మన్ గా ఉన్న కర్ణాటక హైకోర్టు మాజీ ప్రధాన న్యాయమూర్తి జస్టిస్ రితురాజ్ అవస్థి నియమితులయ్యారు. నాన్ జుడిషియల్ సభ్యులుగా కేంద్ర ఎన్నికల సంఘం మాజీ కమిషనర్ సుశీల్ చంద్ర, పంకజ్ కుమార్, మాజీ ఐఏఎస్ అధికారి అజయ్ టిర్కీ నియమితులయ్యారు. లోక్ పాల్ మొదటి చైర్ పర్సన్ గా జస్టిస్ పినాకి చంద్రఘోష్ 2019 మార్చి 23 నుంచి 2022 మే 27వరకు బాధ్యతలు నిర్వహించారు.
జస్టిస్ ఖాన్విల్కర్ 1957 జులై 30న మహారాష్ట్ర లోని పుణెలో జన్మించారు. 1984లో సుప్రీంకోర్టులో న్యాయవాదిగా ప్రాక్టీస్ ప్రారంభించారు. కేంద్ర ఎన్నికల సంఘం స్టాండింగ్ కౌన్సిల్ గా పనిచేశారు. తర్వాత బొంబాయి హైకోర్టు న్యాయమూర్తిగా, హిమాచల్ ప్రదేశ్, మధ్యప్రదేశ్ హైకోర్టులకు ప్రధాన న్యాయమూర్తిగా సేవలందించి.. 2016 మే 13న సుప్రంకోర్టు న్యాయమూర్తిగా నియమితులయ్యారు.
2022 జులై 29న పదవీ విరమణ చేశారు. రాజకీయ నాయకులు ఎన్నికల సమయంలో తప్పనిసరిగా నేర చరిత్రను వెల్లడించాలని తీర్పు చెప్పిన ధర్మాసనంలో ఈయన కూడా ఒకరు. గుజరాత్ అల్లర్ల కేసులో ఆనాటి సీఎం, ప్రస్తుత పీఎం నరేంద్రమోడీ ప్రమేయం గురించి విచారించకుండానే కేసు మూసివేత నివేదికను సిట్ ఇవ్వడాన్ని సవాల్ చేస్తూ దాఖలైన కేసును కొట్టివేసిన ధర్మాసనంలో ఒక సభ్యుడు. హోమోసెక్సువల్ సంబంధాలు ప్రైవేటుగా ఉండటం చట్టబద్ధమేనని తీర్పు ఇచ్చిన ధర్మాసనంలోనూ ఖాన్విల్కర్ ఉన్నారు. విచారణ జరపడానికి, ఆస్తుల జప్తునకు ఈడీకి అధికారం ఉండటం సమర్థనీయమేనని రూలింగ్ ఇచ్చారు.
Justice Khanwilkar as chairperson of Lokpal : Appointment of six members
Former Supreme Court judge Justice Ajay Manik Rao Khanwilkar has been appointed as the chairperson of Anti-Corruption Ombudsman- Lokpal. Justice Lingappa Narayanaswamy, former Chief Justice of Himachal Pradesh High Court, Justice Sanjay Yadav, former Chief Justice of Allahabad High Court, and Justice Rituraj Awasthi, former Chief Justice of Karnataka High Court, who is currently the Chairman of the Law Commission, have been appointed as judicial members. Former Central Election Commission Commissioner Sushil Chandra, Pankaj Kumar and former IAS officer Ajay Tirkey have been appointed as non-judicial members. Justice Pinaki Chandraghose served as the first chairperson of Lokpal from 23rd March 2019 to 27th May 2022.
Justice Khanwilkar was born on 30 July 1957 in Pune, Maharashtra. He started practicing as an advocate in the Supreme Court in 1984. Worked as the Standing Council of the Central Election Commission. After serving as a judge of the Bombay High Court and as the Chief Justice of the High Courts of Himachal Pradesh and Madhya Pradesh, he was appointed as a judge of the Supreme Court on 13 May 2016.
Retired on 29 July 2022. He was also one of the bench that ruled that politicians must disclose their criminal records during elections. A member of the bench that dismissed the case challenging the SIT’s issuance of the case closure report without inquiring into the involvement of the then CM and current PM Narendra Modi in the Gujarat riots case. Khanwilkar was also on the bench that ruled that homosexual relations should be private. It was ruled that ED’s power to conduct investigation and confiscate assets is justified.
