New Delhi — In a landmark move marking its centenary year, the Union Public Service Commission (UPSC) is developing an in-house Artificial Intelligence (AI) system modeled after ChatGPT to streamline its internal processes. The initiative aims to accelerate the evaluation of exams and the disposal of promotion and disciplinary cases, while maintaining confidentiality and human oversight.

The UPSC’s new AI system will:
- Digitally analyze service records and rules to generate summary recommendations for promotion and punishment cases
- Reduce manual workload by scanning years of service files and offering advisory suggestions
- Maintain confidentiality, unlike external tools like ChatGPT, which pose data privacy risks
A senior UPSC official stated:
“We are trying to create an AI system which would capture all existing rules that govern the service of officials. It would allow us to send a query about a case and receive a summary recommendation for discussion.”
📝 Faster Exam Evaluation
The UPSC is also reforming its exam evaluation process:
- Prelims exams, which are multiple-choice, are already evaluated digitally
- For Mains exams, which involve essay-type answers, the Commission plans to digitize answer sheets so multiple subject experts can evaluate them simultaneously
- This will significantly cut down result processing time, which currently involves physical circulation of papers
🔐 Security and Confidentiality
Unlike public AI platforms, UPSC’s system will be hosted internally to ensure:
- Data privacy for sensitive personnel cases
- Controlled access for authorized officials only
- Advisory-only outputs, with final decisions still made by human members
📱 Face Authentication Pilot
In parallel, UPSC is testing a face authentication app developed with the National e-Governance Division (NeGD). The app will be piloted during the NDA and Naval Academy exams on September 14, 2025, to prevent impersonation and fraud.
